1949 IDP plus national licence
Libya recognises the 1949 Geneva Convention IDP; carry it together with your UK/EU national driving licence and passport with valid visa at all times.

All UK/EU nationals need a visa arranged in advance through a Libyan sponsor; there is no visa on arrival and you will be refused entry at the border without it.
Local third-party insurance at border
Green Card is not valid in Libya; you must buy compulsory Libyan third-party motor insurance at the border post in Libyan Dinar before driving.
Carnet de Passage for own vehicle
Bringing a foreign-registered car requires a Carnet de Passage en Douane (CPD) issued by the RAC or AA, plus the original V5C: temporary import without a carnet is not permitted.

Speed limits 100 / 75 / 50 km/h
Motorways/open highways 100 km/h, rural roads 75 km/h, urban areas 50 km/h; limits are poorly signed and frequently ignored by locals.
Zero-tolerance alcohol limit
BAC limit is 0.0 g/L: alcohol is banned outright in Libya under Sharia law and any trace will result in arrest, not just a traffic fine.
The UK Foreign Office advises against all travel to Libya due to ongoing conflict, kidnapping risk and unexploded ordnance: driving as a tourist is not realistic and UK insurance/consular support will not apply.

Dial 1515 for police and 193 for ambulance; response is unreliable and English is rarely spoken. Keep your embassy contact and sponsor's number to hand.
Carry a warning triangle, full-size spare wheel, jack and basic tools; breakdown services outside Tripoli and Benghazi are effectively non-existent.
Off-tarmac and southern desert routes require travel in convoy with a local guide, satellite phone, jerrycans of fuel and 5+ litres of water per person per day; sandstorms (ghibli) close roads in spring.
Libya has no motorway tolls, e-vignette or low-emission zones; the coastal highway and all roads are free to use.
Currency is the Libyan Dinar (LYD); petrol is heavily subsidised at around 0.03 EUR per litre but queues are long, and Western cards do not work: bring USD or EUR cash to exchange.
